As you are aware, there was no opportunity at
the meeting yesterday of the Advisory Committee on
Education in the Colonies, of discussing Mr. White's
report on the Junior Technical School, Hongkong. I
am therefore sending you some comments on it, derived

and thinks that the scheme should work out well. He
emphasizes the requirement of Science (p. 9), and is
